    Tuition freeze is a government policy restricting the ability of administrators of post secondary educational facilities i.e. college s and university universities to increase tuition tuition fees for students. Although governments have various reasons for implementing such a policy, the main reason cited is improving accessibility for working class working and middle class students. A tuition fee freeze is a common political goal of the Canadian student movement, especially the Canadian Federation of Students . A tuition freeze is largely a Canada Canadian political construct, and would not accurately be applied to other countries that offer free post secondary education. It is applied currently at the provincial level, as education including post secondary education is a provincial responsibility under the Canadian federalism division of powers between provincial and federal governments. Currently, the provinces of Manitoba , Quebec , Saskatchewan , and Newfoundland and Labrador Newfoundland have tuition fee freezes in place. Tuition agencies exist largely due to the problems parents and students face in finding a specialist who can help them with the study of one or more specific subjects. Introductory Agencies Customer Client s usually parents are sent a list of names of tutor s who have pre registered with the tuition agency and are then left to contact the names on the list to ascertain which tutors are available and then make their own contractual arrangements with the chosen tutors. At the same time, tutors are given the name and contact details of the client and are encouraged to get their call in first. The agency is remunerated by the tutor adding a fee to the amount they charge the client each lesson and then passing the agency fees back to the agency weekly or monthly as appropriate. The agency is legally obliged to state clearly its fee per lesson or whatever other fee structure it operates to the client in writing and at the commencement of lessons. As with any 529 plan, account owners invest in the program on behalf of a beneficiary typically the owner s child or grandchild in order to prepay for expenses associated with the beneficiary attending a higher education institution. Overview The GET Program is a prepaid 529 plan, and accounts may only be opened by, or on behalf of, residents of the state of Washington. The value of an account is dictated by the quantity of units purchased. Units have a purchase value and a payout value which are subject to increase twice yearly. The United States dollar U.S. dollar payout value of one unit is always equal to one percent of the annual full time, undergraduate , in state tuition and state mandated fees at the most expensive public university in the state either the University of Washington or Washington State University . The purchase price of one unit is slightly higher than the payout value.
