The General Conference of WICS is held once every four years. Its task is to set the outlines for the Society s programs and activities in religious, cultural, social and economic development for the following four years. The General Congress chooses 36 members from among its affiliates to be part of the International Council for Islamic Call. The WICS was founded and funded by leading elements of the Libyan government. Financing and income sources The Society finances the social, economic, religious and cultural programs from returns on the investments made within and outside the State s Headquarters. The programs are also supported by generous donations and gifts presented by philanthropists and institutions.     distinguish2 the World Muslim Congress , recipient of the 1987 Niwano Peace Prize The World Islamic Congress convened in Jerusalem from the 7 December until 1 30 p.m. on the 17 December 1931. It was attended by 130 delegates from 22 Muslim countries. The Congress called on Muslim states to avoid trade with the Jew ish community in Palestine . The Congress was called at the behest of Mohammad Amin al Husayni , the Grand Mufti of Jerusalem , and Shawkat Ali , leader of the Indian Caliphate Committee. Ostensibly the Congress was called to consider a proposal to establish a University at the Al Aqsa Mosque in Jerusalem as a centre of Islam ic scholarship, an idea which the leaders of the prestigious Al Azhar University in Cairo opposed. However, the Congress was viewed widely as an attempt by the mufti to enhance his prestige in advance of a bid for the office of caliph .
