    The U.S. Department of State Foreign Affairs Fellowship Program was renamed the Thomas R. Pickering Foreign Affairs Fellowship Program to honor one of the most distinguished and capable American diplomats of the latter half of the 20th century. Mr. Pickering held the rank of Career Ambassador, the highest rank in the U.S. Foreign Service. He served as Ambassador to Nigeria, El Salvador, Israel, India, and the Russian Federation, finishing his career as Under Secretary of State for Political Affairs. The program provides funding to participants as they are prepared academically and professionally to enter the United States Department of State United States Foreign Service Foreign Service . The fellowship seeks to recruit talented students in academic programs relevant to international affairs, political and economic analysis, administration, management, and science policy. The goal is to attract outstanding students from all ethnic, racial, and social backgrounds who have an interest in pursuing a Foreign Service career in the U.S. Department of State . The Program develops a source of trained men and women from academic disciplines representing the skill needs of the Department, who are dedicated to representing America s interests abroad.     Image Popish Plot Playcard5.jpg right Blessed Thomas Pickering c. 1621 9 May 1679 was a Benedictine lay brother who served in England during the time of recusancy . He was martyred as a result of the fraudulent claims of Titus Oates that he was part of a popish plot plot to murder Charles II of England King Charles II . Born in Westmorland , England, he entered the English Benedictine Congregation English Benedictine monastery of St. Gregory at Douai now at Downside Abbey , Somerset and took vows as a lay brother in 1660. In 1665, he was sent to London to be steward for the Benedictine monks who served the chapel of Catherine of Braganza , the Roman Catholic Church Catholic wife of King Charles II. There he became known personally to the Queen and Charles II and when in 1675, urged by the Parliament of England parliament , Charles issued a proclamation ordering the Benedictines to leave England within a fixed time, Pickering was allowed to remain, probably on the grounds that he was not a priest. In 1678, Titus Oates made claims of Catholic plots against the King s life, and Pickering was accused of being part of this conspiracy. No evidence except Oates s word was produced and Pickering s innocence was so obvious that the Queen publicly announced her belief in him, saying that she could not accept that he was a risk to the royal family I should have more fear to be alone in my chamber with a mouse . Thomas was born in Minneapolis on January 7, 1946. Thomas spent 1966 through 1969 as a member of the Special Forces United States Army U.S. Special Forces , earning a Silver Star , a Bronze Star , and Purple Heart . Thomas was educated at the University of Minnesota , receiving a Bachelor of Arts B.A. in 1970. Upon graduating, he joined the United States Department of State and served as a United States Foreign Service Foreign Service reserve officer in Spain and Switzerland until 1977. Thomas left government service in 1977, becoming president of TURFAID, an equipment distributorship. He returned to the government in 1980, when he became a senior staff member of the Policy Planning Staff at the State Department. In 1982, he became Deputy Assistant Secretary of State for International Narcotics Matters. President of the United States Ronald Reagan subsequently nominated Thomas to be Assistant Secretary of State for International Narcotics Matters and Thomas held this office from October 10, 1984 until April 18, 1986.
