    Unreferenced date April 2010 The Chamber of Regions is one of the two Chambers of the Congress of the Council of Europe Congress of Local and Regional Authorities of the Council of Europe , the other being the Chamber of Local Authorities . The Chamber is the voice of regional authorities in the Council of Europe. It consists of 318 representatives and substitutes from the Council s 47 member states, who either hold a general regional authority mandate from direct elections or are politically accountable to a directly elected assembly. The work of the Chamber is organised around four statutory committees. The Institutional Committee is in charge of the issues of regional self government, it issues reports and draws up recommendations. The Culture and Education Committee works on matters related to culture, education, media, youth, sport and communication. The Committee on Social Cohesion is responsible for employment, citizenship, migration, inter community relations, social and gender equality, and solidarity. The Committee on Sustainable Development deals with environmental concerns. According to the Charter of the Congress adopted on 2 May 2007 by the Committee of Ministers, the Chamber s membership is based on the principles of balanced geographical distribution, equitable representation of the various types of regional authorities and their political groups, as well as of equitable representation of women and men, whereby at least 30 per cent of the members must belong to the under represented sex. The Chamber drafts reports, recommendations, resolutions and opinions on issues of concern and presents them to the Standing Committee of the Congress for adoption. The Western Regions or Xiyu zh c p X y w Hsiy was a historical name specified in the Chinese chronicles between the 3rd century BC to 8th century AD that referred to the regions west of Jade Gate , most often Central Asia or sometimes more specifically the easternmost portion of it the Tarim Basin . More generally, the Indian subcontinent and Middle East were also considered Western Regions. Because of its strategic location astride the Silk Road , the Western Regions have been historically significant since at least the 3rd century BC. It was the scene of conflict between the Han Dynasty and the Xiongnu Huns until the middle of the 2nd century. In the 6th century the Tang Dynasty Emperor Taizong s campaign against Xiyu states took control over this area until the An Lushan Rebellion . The region became significant in later centuries as a cultural conductor between East Asia , the Indian subcontinent, the Muslim world Islamic world and Europe . One of the most significant exports of the Western Regions was Buddhism , which was carried by traders and pilgrim monks to China . The Tang Dynasty monk Xuanzang crossed the region on his way to study in India, penning the classic Great Tang Records of the Western Regions upon his return to the Tang capital Chang an . In the 18th century, the Qing Dynasty conquered part of this region and put it under military administration. In 1884, the region was established as a province under the name Xinjiang . During cell division , the molecules that compose chromosomes DNA and protein s suffer a condensation process called the chromatin condensation , and forms a compact and small complex. In diploid organisms, homologous Chromosomes homologous chromosomes get attached to each other by the centromere . The centromere divides each chromosome into two regions the smaller one, which is the p region, and the bigger one, the q region. Usually, as a convention, the p region is represented in the upper part of an image while the q region is in the bottom part. At either end of a chromosome is a telomere , a cap of DNA that protects the rest of the chromosome from damage.
