    The Quota System also known as The Quod , introduced by Prime Minister William Pitt the Younger in 1795 , required each English county to provide a quota of men for the Royal Navy , based on its population and the number of its seaports &mdash London , for example, had to provide 5,704 quotamen , while Yorkshire had to provide 1,081. The counties found it difficult to meet the quotas. Some offered high cash bounties to inexperienced volunteers mostly inexperienced landsmen , creating resentment among the regular seamen who, despite their experience, had received only a small fraction of that bounty on their own volunteering and none if they were impressment pressed . Sometimes, the counties resorted to sending convicted criminals in lieu of punishment, further creating ill feeling among ships companies, and sometimes introducing typhus otherwise known as jail fever . Britain ended the quota system, along with impressment , in 1815 at the close of the Napoleonic Wars , when much of the fleet was decommissioned, and the supply of unemployed seamen was more than adequate to man the remaining ships.     The Royal Navy Medical Service is the branch of the Royal Navy responsible for medical care. It works closely with Queen Alexandra s Royal Naval Nursing Service . History Since the Royal Navy was officially established, the medical officers of the navy were segregated into surgeons and physicians. Every ship would carry a surgeon or assistant surgeon, who would have to treat patients, perform surgical procedures and prepare medications, but the more senior physicians would work either on a capital ship or in charge of a land based hospital.     The Medical Assistant is a Royal Navy medical rating in the United Kingdom. Medical Assistants serve on all types of ships in the surface and submarine fleet, or ashore in a sick bay, hospital, or other establishment. The equivalent rate in the United States Navy is Hospital Corpsman . The Medical Assistant was previously known as Sick Berth Attendant 19th 20th century and earlier as Loblolly boy 18th 19th century . Basic training 9 weeks is conducted at HMS Raleigh shore establishment HMS Raleigh shore establishment in Torpoint, Cornwall . Medical training 39 weeks is conducted at the Defence Medical Services Training Centre at Keogh Barracks in Aldershot followed by consolidation training 12 weeks on board a ship or shore establishment sick bay. Medical Assistants who volunteer for service with the Royal Marines must pass the All Arms Commando Course 9 weeks held at the Commando Training Centre Royal Marines CTCRM in Lympstone , Devon .
