    unreferenced date May 2010 In the United Kingdom the term public service broadcasting PSB refers to broadcasting intended for the public benefit rather than for purely commercial concerns. The communications regulator Ofcom , requires that certain television and radio broadcasters fulfil certain requirements as part of their licence to broadcast. All of the BBC s television and radio stations have a public service remit, including those that broadcast Digital broadcasting digitally . Additionally, all stations broadcast on terrestrial analogue television the ITV ITV Network , Channel 4 and Channel 5 UK Channel 5 are obliged to provide public service programming as they can be viewed freely almost anywhere nationwide. The recently introduced third tier of approaching 200 Community Radio services are also specifically recognised by Ofcom as being providers of public service broadcasting output, delivered under the terms of the Community Radio Order 2004. Commercial radio also has nominal public service obligations. However, the requirements imposed for commercial radio are generally fewer, normally requiring only a minimum level of news.     The United Kingdom Accreditation Service UKAS is the sole national accreditation body recognised by the British government to assess the competence of organisations that provide certification, testing, inspection and calibration services. It was set up in 1995 under A Memorandum of Understanding which is now between UKAS and the Secretary of State for Business Innovation and Skills . It is operated in the public interest as a company limited by guarantee and resulted from the merger in 1995 of NAMAS National Measurement Accreditation Service and NACCB National Accreditation Council for Certification Bodies . NAMAS was itself the result of a merger in 1985 of NATLAS National Testing Laboratory Accreditation Scheme formed in 1981 and BCS British Calibration Service formed in 1966. In 2010 UKAS acquired the CPA Clinical Pathology Accreditation from the Royal Colleges and also started ISAS Imaging Services Accreditation Scheme . The health care industry is expected to be a major growth area for accreditation.
