In the United States government , the Office of the Assistant Secretary for Preparedness and Response or ASPR , formerly the Office of Public Health Emergency Preparedness or OPHEP , is a branch of the U.S. Department of Health and Human Services . The Office of Public Health Emergency Preparedness, was established in June 2002 at the request of Tommy Thompson . In July 2006, a bill to amend the Public Health Service Act with respect to public health security and all hazards preparedness and response was introduced. On December 19, 2006 it became public law and OPHEP was officially changed to the Office of the Assistant Secretary for Preparedness and Response. The first head of OPHEP was Donald Henderson , credited with having previously eradicated Smallpox . Soon Jerry Hauer , a veteran public health expert, took over as director, with Henderson taking a different role in the department. Hauer was removed from the job primarily for conflicts he had with Scooter Libby over whether the risks of smallpox vaccination were worth the benefit. Hauer charged that the Office of the Vice President was pushing for the universal vaccination despite the vaccine s health risks, primarily exaggerate the risk of biological terrorism . The current head of ASPR is RADM W. Craig Vanderwagen, M.D. , he was sworn into office on March 27, 2007 as the first Assistant Secretary for Preparedness and Response. The PublicHealth Act of 1875 was established in the United Kingdom to combat filthy urban living conditions, which caused various publichealth threats, the spreading of many diseases such as cholera and typhus . Reformers wanted to resolve sanitary problems, because sewage was flowing down the street daily, including the presence of sewage in living quarters. The act required all new residential construction to include running water and an internal drainage system. This act also led to the government prohibiting the construction of shoddy housing by building contractors. Many factors delayed reform, however, such as the fact that to perform a clean up, the government would need money, and this would have to come from factory owners, who were not keen to pay, and this further delayed reform. But reformers eventually helped to counteract the government s laissez faire attitude, and a publichealth act was introduced in 1875. Unreferenced stub auto yes date December 2009 The Smoking PublicHealth Ordinance is a law in Hong Kong enacted in 1982 for smoking bans and regulation of sales of tobacco products. It has been amended several times ever since and the latest substantial amendment, known as the Smoking PublicHealth Amendment Ordinance 2006, was passed by the Legislative Council of Hong Kong Legislative Council on 19 October 2006, and gazetted on 27 October 2006. The 2006 amendment was delayed for six years due to the efforts of the Liberal Party Hong Kong Liberal Party . The law only managed to pass by the government acceding to the Liberal Party s demands for smoking exemptions expired August 2009 . Any licensed bar and karaoke could apply under a paper exercise to receive Qualified Establishment status, which was granted by the Department of Health Hong Kong Department of Health . The Smoking bans Smoking Ban , as it is commonly referred to, bans smoking indoors in restaurants which sell more food than liquor, indoor workplaces other than exempted bars, mahjong parlours, saunas and karaoke centres, schools, as well as beaches, swimming pools, sports grounds and most public parks. The latest extension of the ban came into force on 1 January 2007. The establishments exempt from the ban would have to be smoke free by August 2009. The law also empowers the government to designate certain public areas, mainly public transport interchanges, as no smoking areas. The first group of such places went smoke free on 1 September 2009. Apart from a smoking ban in public places, the newly revised ordinance also imposes more stringent restrictions on sale of tobacco products.
