Formerly known as Performance Based Data Management Initiative PBDMI , EDEN attempts to gather statistics from each state such as school populations within subgroups race, gender, etc. , graduation rates and school spending. EDEN data gathering is complicated by the fact that no data sent to federal agencies may contain private data about an individual student that would violate the Family Educational Rights and Privacy Act FERPA guidelines. So a state agency can not just send a list of students and their test scores. A reporting agency can only send a list of subgroups and counts if the counts are above a small number such as five. It schedules most Space Network elements and supporting elements and provides interfaces for planning, acquisition, control, and status of the Space Network. The NCCDS is the point of contact between customers who have satellites in orbit and the Space Network for most scheduling and real time performance. A customer may obtain Space Network support by submitting specific schedule requests to or establishing generic requirements with the NCCDS. The NCCDS translates customers requirements into specific TDRS communications and tracking events. Additionally, the NCCDS notifies affected customers of scheduled system outages so that Mission Operation Centers MOCs can properly plan mission activities. Upon MOC request, the NCCDS provides operational performance information such as data presence monitoring indicators and data quality monitoring data on scheduled services during actual support to determine if conditions exist that will affect data quality. The NCCDS issues Network Advisory Messages NAMs to provide up to date information on network conditions and constraints. These messages are accessible via the NCCDS active NAM web site. Public Use Micro Data Sample Areas, or PUMAs, is a division of US States into census area which each contain around 100,000 people. All such areas are non overlapping and partition a State. There are a total of 2,071 PUMAs. The State governments drew the PUMA boundaries for the 2000 Census , to allow reporting of detailed data for all areas. For example the American Community Survey publishes detailed data every year, but due to their sampling procedure only publishes data for census area that have more than 65,000 People. PUMAs allow the publishing of census data for most sub state areas. For example, only seven of the 55 counties of West Virginia are large enough to receive estimates from the 2006 ACS.
