    The Penitentiary Act was a Kingdom of Great Britain British Act of Parliament passed in 1779 which introduced state prisons for the first time. The Act was drafted by the prison reformer John Howard prison reformer John Howard and the jurist William Blackstone and recommended imprisonment as an alternative sentence to Capital punishment death or penal transportation transportation . The prison population in England and Wales had risen following the United States Declaration of Independence as the Thirteen Colonies American Colonies had been used as the destination for transported criminals. Also, Howard had produced a report to a British House of Commons House of Commons select committee in 1777 which had identified appalling conditions in most of the prisons he had inspected. The purpose of the Act had therefore been to create a network of state operated prisons but, after passage through Parliament of Great Britain Parliament , the end result was that only two prisons in London were created. It is located in the Jones County, Iowa Jones County community of Anamosa, Iowa approximately convert 25 mi km northeast of Cedar Rapids, Iowa . Inmates working in the Iowa Prison Industries produce metal stamping, custom wood, printing, metal furniture, sign, and cleaning products at the penitentiary. The penitentiary also offers educational services, and has a contract with a community college for such services. The prison offers vocational training in welding, automobile repair, horticultural, and janitorial services. Inmates also are able to take courses to earn a high school diploma or a GED , or can take coursework towards an Associate of Arts academic degree degree . The prison also offers substance abuse treatment programs for those inmates with drug and or alcohol problems. The penitentiary also maintains a satellite minimum security institution for up to 80 inmates at the Luster Heights Prison Farm . History Construction of the first phase of the Master Plan included the USP and support facilities consisting of an FPC Federal Prison Camp and the Central Shared Facilities and Central Utility Plant. KZF Design was the architect engineer for these facilities as well.
