Globalisation is mainly referred to the economic globalisation and mundialisation to a democratic globalisation. The original use of mondialisation was to refer to the act of a city or a local authority declaring itself a world citizen city, by voting a charter stating its awareness of global problems and its sense of shared responsibility. The concept was invented by the self declared World Citizen Garry Davis in 1949, as a logical extension of the idea of individuals declaring themselves world citizens, and promoted by Robert Sarrazac, a former leader of the French R sistance who created the Human Front of World Citizens in 1945. The first city to be officially mundialised was the small French city of Cahors only 20,000 in 2006 , the capital city of the D partement of Lot department Lot in central France , on 20 July 1949. Hundreds of cities mundialised themselves over a few years, most of them in France, and then it spread internationally, including to many German cities and to Hiroshima and Nagasaki, Nagasaki Nagasaki . In less than a year, 10 General Councils the elected councils of the French D partements , and hundreds of cities in France covering 3.4 million inhabitants voted mundialisation charters.     Humanitarian political is a term that refers to an ideology that advocates a political standpoint based on a humanitarian perspective. The standpoint that come out of this ideology is constructed upon the conviction that every human being must have the right to freedom of speech freedom of press freedom of assembly freedom to information freedom to demonstrate freedom of establishing organisations and freedom of religion . The core of the humaniatarian political point of view is that these liberties are fundamental necessities in order for people to be able to influence political decisions and to shape their society and destiny. There are many humanitarian organisations all over the world that advocate these liberties and in their work strive for a world where they can be implemented. However none of them make any rigorous standpoints in the political arena as they concentrate their efforts on basic humanitarian issues. A humanitarian political organisation on the other hand does sufficient work in both fields and puts these together in order to make as big a difference as possible. The theory, initially proposed by Stanley Hoffmann suggests that national governments control the level and speed of European integration . Any increase in power at Supranationalism supranational level , he argues, results from a direct decision by governments. He believed that integration, driven by national governments, was often based on the domestic political and economic issues of the day. The theory rejects the concept of the spill over effect that neofunctionalism proposes. He also rejects the idea that supranational organisations are on an equal level in terms of political influence as national governments. Intergovernmentalism a definition An approach to integration that treats states, and national Governments in particular, as the primary actors in the integration process. Various intergovernmentalist approaches have been developed in the literature and these claim to be able to explain both periods of radical change in the European Union because of the converging governmental preferences and periods of inertia due to the diverging national interests .
