says that the residence card grants entry to any EU memberstate. This right also extends to certain family members, even if they are not EEA citizens. Politics of the EuropeanUnion A recommendation in the EuropeanUnion , according to Article 288 of the Treaty on EuropeanUnion formerly Article 249 Treaty establishing the European Community TEC , is one of two kinds of non legally binding binding acts cited in the Treaty of Rome . Recommendations are without legal force but are negotiated and voted on according to the EuropeanUnion legislative procedure appropriate procedure . Recommendations differ from EuropeanUnion regulation regulation s, EuropeanUnion directive directive s and EuropeanUnion decision decision s, in that they are not binding for Member States. Though without legal force , they do have a political weight. The Recommendation is an instrument of indirect action aiming at preparation of legislation in Member States, differing from the Directive only by the absence of obligatory power. Common market According to the terms of the Maastricht Treaty Treaty on the EuropeanUnion In order to ensure the proper functioning and development of the common market, the Commission formulate recommendations or deliver EuropeanUnion opinion opinions on matters dealt with in this Treaty, if it expressively so provides or if the Commission considers it necessary. Concretely, recommendations can be used by the Commission to raze barriers of competition caused by the establishment or the modification of internal norms of a List of EuropeanUnionmember states MemberState . If a country does not conform to a recommendation, the Commission cannot propose the adoption of a Directive aimed at other Member Countries, in order to elide this distortion. EU documents use British English, since UK is a memberstate The EuropeanUnion plays a minor and mostly indirect policy role in sport , because a sport is normally considered to be outside the principle of conferral competences conferred by the member states to the EuropeanUnion and b sport is in general organised internally, on a European continental level which is not the same as the level of the EuropeanUnion , or globally. Role of the EU Direct The EuropeanUnion has a very limited direct role in sport. The European Commission is composed of Directorates General and several departments. Within the Directorate General Education and Culture, is the Sport Unit, which is responsible for the following main areas cooperation within the Commission and with other institutions on sport related issues, cooperation with national and international sports institutions, organisations and federations, bilateral meetings with sports institutions and organisations and international sports federations. http ec.europa.eu sport index en.htm One of the few specific measures in Sports was taken by Decision No. 291 2003 EC of the European Parliament and of the Council of the EuropeanUnion Council of 6 February 2003 that established the European Year of Education through Sport 2004.
