    The American Information Exchange AMIX was a platform for the buying and selling of information, goods and services as well as the exchange of information, ideas, and certain kinds of intellectual work product, created by economist and Future studies futurist Phil Salin in the 1980s. Starting in 1984, Salin worked to create AMIX as an international network for the exchange of information, Consultant consulting contracts, Source code computer code and research . He envisaged a world in which the ready exchange of expertise would reduce transaction costs , with wide ranging beneficial effects. In particular, he predicted that information market s would reduce the need for redundant employees at different organizations, so that companies would become smaller and more Efficiency economics efficient , relying on each other as external sources of expertise. He also expected revolutionary politics political changes as the markets became widely adopted. The AMIX project originated long before the widespread deployment of the Internet , so the challenge of creating the market was compounded by the technical difficulty of creating the network on which it would run. Autodesk acquired a controlling interest in AMIX in 1988 and funded it until shortly after Phil Salin died in December 1991. Among early adopters, the computer industry itself became the source of many early markets such as a network for the exchange of Library computer science libraries of Object oriented programming object oriented computer code.     VAT Information Exchange System VIES is an electronic means of transmitting information relating to VAT registration i.e., validity of VAT numbers of companies registered in European Union EU . The European Union requires that when goods or services are procured within the EU, VAT has to be paid only in the member state where the purchaser resides. For this reason, it is necessary that the supplier has an easy way to validate the VAT number presented by the purchaser. This validation is performed through VIES. VIES does not maintain itself a VAT number database. Instead, it forwards the VAT number validation query to the database of the concerned member state and upon reply, it responds to the inquirer with the information provided by the member state. This information includes at least a YES NO answer on the validity and existence of the supplied number, and it may also include additional information such as the holder s name and address, if this information is provided by the member state. VIES optionally provides a unique consultation number that can be used to prove to a tax administration that a given VAT number at a given time resulted in a given validation reply. These groups designed JRIES, which was first deployed in February 2003, to facilitate the exchange of suspicious activity reports, register events potentially related to terrorist activity, and foster real time intelligence and Law enforcement agency law enforcement collaboration in a secure environment across federal, state, and local jurisdictions. JRIES used a commercial, off the shelf software collaboration tool application to enable multiple groups to share the information securely. A JRIES executive board, composed of representatives from the participating groups, provided guidance and structure to help manage the system. JRIES proved useful during the northeast blackout in 2003 when information posted on the system allowed users across the country to quickly learn that the event was not related to terrorism.
