The decoration was established on June 27, 1908 and the first recipient of the award was Rear Admiral John E. Pillsbury . To be awarded the WestIndies Campaign Medal, a service member must have performed sea duty in the WestIndies between the dates of May 1, 1898 and August 16, 1898. The award was a one time decoration only and there were no devices authorized for multiple engagements or combat participation. The decoration was rarely bestowed, since most Navy and Marine Corps personnel received the Sampson Medal for WestIndies service, and Navy regulations prohibited the bestowal of both the Sampson Medal and WestIndies Campaign Medal for the same period of duty. The WestIndies Campaign Medal was declared obsolete by the U.S. Navy in 1913, following a diplomatic request by Spain that the United States discontinue service medals which displayed Spain s national colors. As a result, those who had previously received the WestIndies Campaign Medal were permitted to exchange the decoration for the Spanish Campaign Medal . The WestIndies Associated States was the collective name for a number of islands in the Eastern Caribbean whose status changed from being Crown colony British colonies to states in associated state free association with the United Kingdom in 1967. These states included Antigua and Barbuda Antigua , Dominica , Grenada , Saint Christopher Nevis Anguilla , Saint Lucia , and Saint Vincent and the Grenadines Saint Vincent . Associated Statehood between these six territories and the UK was brought about by the Associated Statehood Act 1967 . Under the Act each state had full control over its constitution and thus internal self government , while the UK retained responsibility for foreign policy external affairs and National security defence . The British monarch remained head of state , but the Governor now had only consititutional powers, and was often a local citizen. Many moved to change their flags from modified versions of the Blue Ensign , to unique designs with three, St. Vincent, St.Kitts Nevis Anguilla and Grenada adopting blue, green and yellow flags. ref http www.worldstatesmen.org Grenada.html World Statesmen Grenada ref ref http www.worldstatesmen.org Saint Kitts and Nevis.html World Statesmen Saint Kitts and Nevis ref ref http www.worldstatesmen.org Saint Vincent.html World Statesmen Saint Vincent ref ref http www.crwflags.com fotw flags gb carib.html ass Flags of the World WestIndies Associated States ref During the period of free association, all of the states participated in the WestIndies Associated States Council of Ministers , the East Caribbean Common Market and Caribbean Free Trade Association or CARIFTA now superseded by CARICOM .
