The Great Illusion is a book by Norman Angell , first published in Britain in 1909 under the title Europe s Optical Illusion and republished in 1910 and subsequently in various enlarged and revised editions under the title The Great Illusion . According to John Keegan Europe in the summer of 1914 enjoyed a peaceful productivity so dependent on international exchange and co operation that a belief in the impossibility of a general war seemed the most conventional of wisdoms. In 1910 an analysis of prevailing economic interdependence, The Great Illusion , had become a best seller its author Norman Angell had demonstrated, to the satisfaction of almost all informed opinion, that the disruption of international credit inevitably to be caused by war would either deter its outbreak or bring it speedily to an end. The Great Illusion of the title was the belief that there would soon be another major and destructive European war. Fiscal Illusion is a public choice theory of government expenditure first developed by the Italian economist Amilcare Puviani . Fiscal Illusion suggests that when government revenues are unobserved or not fully observed by taxpayers then the cost of government is perceived to be less expensive than it actually is. Since some or all taxpayers benefit from government expenditures from these unobserved or hidden revenues the public s demand for government expenditures increases, thus providing politicians incentive to expand the size of government. Fiscal Illusion has been used to explain the flypaper effect often seen when a higher level of government provides a grant to a lower level of government. Here, instead of reducing taxes in order to pass on the benefits of the grant to local taxpayers, the grant receiving body increases expenditures in order to expand local services in some way. Fiscal Illusion is invoked as an explanation because the local taxpayers are under the mistaken perception that the grant is to local government and not, in fact, to them. The two red vertical lines are both straight, but they may look as if they are bowed inwards to some observers. The distortion is induced by the crooked lines on the background, as in Orbison illusion . Hering illusion produces a similar, but inverted effect. Another variant of the Wundt illusion is the Horizontal Vertical Illusion , introduced by Wundt on 1858. The two intersecting lines are equal in length although the vertical line appears to be much longer. The horizontal line needs to be extended up to 30 to match the perceptual length of the vertical line. This is not confined to simple line drawings, as this can also be seen in buildings, parking meters, as well as other things viewed in a natural setting. The two vertical lines are both straight, but they look as if they were bowing outwards. The distortion is produced by the lined pattern on the background, that simulates a perspective design, and creates a false impression of depth. The Orbison illusion is one of its variants, while the Wundt illusion produces a similar, but inverted effect. The Hering illusion looks like bike spokes around a central point, with vertical lines on either side of this central, so called vanishing point. The illusion tricks us into thinking we are moving forward. Since we aren t actually moving and the figure is static, we misperceive the straight lines as curved ones. However, when one squints, the red lines are correctly perceived as straight.
