The Arboretum was originally forest and a working ranch, and the home of Frances McAllister in the late 1960s. The hill was known by the M ori people M ori as Whakari , and an anglicised form of this name is still used for the Dunedin suburb of Wakari, which lies to the south of Flagstaff. The first European name for the hill was Mount Kettle , after an early surveyor, Charles Kettle . The city s first road route to the Taieri Plains , which lie to the west, skirted the slopes of Flagstaff, and is still used as an alternative route out of the city.
