  1. Golden Rule (fiscal policy)

The Golden Rule is a guideline for the operation of fiscal policy . The Golden Rule states that over the economic cycle , the Government will borrow only to investment invest and not to fund current account current spending . In layman s terms this means that on average over the ups and downs of an economic cycle the government should only borrow to pay for investment that benefits future generations. Day to day spending that benefits today s taxpayers should be paid for with today s taxes, not with leveraged investment. Therefore, over the cycle the current budget ie, net of investment must balance or be brought into surplus. The core of the golden rule framework is that, as a general rule, policy should be designed to maintain a stable allocation of public sector resources over the course of the business cycle. Stability is defined in terms of the following ratios The ratio of public sector net worth to national income The ratio of public current expenditure to national income The ratio of public sector income to national income. If national income is growing, and net worth is positive this rule implies that, on average, there should be net surplus of income over expenditure. The justification for the Golden Rule derives from macroeconomics macroeconomic theory . Other things being equal, an increase in government borrowing raises the interest rate real interest rate consequently crowding out economics crowding out reducing investment because a higher Rate of return on investment rate of return is required for investment to be profitable. Unless the government uses the borrowed .... References references Further reading http www.hm treasury.gov.uk fiscal policy.htm Fiscal Policy in the UK HM Treasury HM Treasury. Unreferenced date December 2009 Fiscal imbalance is the term used by government s to describe a Finance monetary imbalance between the national government and smaller, subordinate governments, such as those of states or provinces. A vertical fiscal imbalance occurs when the revenues of different levels of government do not match their expenditure responsibilities. This will necessitate transfer payments from the overendowed party to the underendowed party vertical fiscal equalization . A horizontal fiscal imbalance occurs when different regions of a country have different abilities to provide services due to different abilities to raise funds. This can occur if regions are able to raise more funds through their tax bases than other regions and or the cost of provision of services is higher in some regions than in others. This is usually rectified by weighting transfer payments toward the needier regions horizontal fiscal equalization . The discussion of horizontal fiscal imbalance and equalisation was of particular importance in the drafting of the new Constitution of Iraq Iraqi constitution . 1. Fiscal union

Trade bloc Fiscal union is the integration of the fiscal policy of nations or states. Under fiscal union decisions about the collection and expenditure of taxes are taken by common institutions, shared by the participating governments. For example, in federal nations such as the United States, fiscal policy is determined to a large extent by the central government, which is empowered to raise taxes, borrow and spend. It is often proposed that the European Union adopt a form of fiscal union. Most member states of the EU participate in Economic and Monetary Union of the European Union economic and monetary union EMU , based on the euro currency, but most decisions about taxes and spending remain at the national level. Control over fiscal policy is a traditionally considered central to national sovereignty, and today there is no substantial fiscal union between independent nations. However the EU has certain limited fiscal powers. It has a role in deciding the level of VAT consumption taxes and tariffs on external trade. It also spends a budget of many billions of euro. There is furthermore a Stability and Growth Pact among members of the Eurozone common currency area intended to co ordinate the fiscal policies of member states. Much greater fiscal union, at least in the Eurozone, is seen by some as either the natural next step in European integration or as a necessarily solution to the 2010 European sovereign debt crisis . ref http www.businessweek.com news 2010 05 12 boe s king says very clear that euro area needs fiscal union.html ref ref http www.ft.com cms s 0 c53c5cc8 2f87 11df 9153 00144feabdc0.html ref Combined with EMU, fiscal union would lead to complete economic integration. Hacienda Publica Espanola. 4 187187, 49 86 http ideas.repec.org a hpe journl y2008v187i4p49 86.html Category Public choice theory Category Fiscal policy Category ...Fiscal Illusion is a public choice theory of government expenditure first developed by the Italian economist Amilcare Puviani . Fiscal Illusion suggests that when government revenues are unobserved or not fully observed by taxpayers then the cost of government is perceived to be less expensive than it actually is. Since some or all taxpayers benefit from government expenditures from these unobserved or hidden revenues the public s demand for government expenditures increases, thus providing politicians incentive to expand the size of government. Fiscal Illusion has been used to explain the flypaper effect often seen when a higher level of government provides a grant to a lower level of government. Here, instead of reducing taxes in order to pass on the benefits of the grant to local taxpayers, the grant receiving body increases expenditures in order to expand local services in some way. Fiscal Illusion is invoked as an explanation because the local taxpayers are under the mistaken perception that the grant is to local government and not, in fact, to them. Another example of fiscal illusion can be seen in local property tax politics. Here renters, who pay local property taxes indirectly, may vote for an expansion of local government services.
