He initially did not accept the result, claiming that the incumbent Paul Kagame was leading the country towards a one party system.     Faustin Rucogoza died April 7, 1994 was a Rwanda n politician and the Minister of Information in the Broad Based Transitional Government between late 1993 and April 1994. He was killed at the beginning of the Rwandan Genocide . He was a Hutu . In November 1993 and again on February 10, 1994, Rucogoza issued warnings to the extremist radio station RTLM against broadcasting material that could incite ethnic hatred . These followed similar sentiments expressed by Prime Minister Agathe Uwilingiyimana in November 1993. ref cpj On 6 April, the day the genocide began, Rucogoza and his wife were taken into custody by the army and detained in the camp of the Presidential Guard. On the morning of 7 April, the commander of the Guard, Major Protais Mpiranya , was told that Rucogoza and his wife were in the camp. Early life Doctor Higiro was born in Rwanda under Belgian rule in 1945. He matriculated at the National University of Rwanda . Later, he studied abroad in North America . Rwandan Civil War On July 31, 1993, Dr. Higiro was appointed director of the Rwandan Information Office by the coalition government led by Prime Minister Agathe Uwilingiyimana. He left Kigali on April 9 and arrived in Nairobi on April 10, 1994 during a US embassy evacuation. He left Nairobi for the United States on July 19, 1994, the day he was supposed to be sworn in as minister of information in the RPF led government headed by Faustin Twagiramungu. During the Civil war Doctor Higiro was targeted for his moderate beliefs and his enemies plotted to murder him. He end up escaping with his immediate family. Post Civil War Doctor Higiro settled in Massachusetts and became a communications professor at Western New England College, in Springfield, Massachusetts. Doctor Higiro s time in the U.S. has not been uneventful. In the late 1990s, his enemies attempted to murder him in the U.S., but they did not succeed. In February 2008, the Washington Post reported that current Rwandan authorities had requested that the United States arrest Higiro and accused him of providing financial support of ethnic Rwandan rebel fighters in eastern Congo. Ad lina was the daughter of Marie Michel L v que, a Haitian of mixed race heritage. She had a long term relationship with Faustin Souloque for many years before the marriage ceremony. In December 1849, Adelina married her long time companion emperor Faustin. 26th August 1849, she was given the title of Empress of Haiti with the style of Her Imperial Majesty, and crowned with her husband at the capital Port au Prince 18th April 1852 both emperor and empress were crowned in an immense and lavish ceremony, in emulation of the coronation of the French Napoleon III of France .
