    English Partnerships EP was the national urban renewal regeneration agency for England , performing a similar role on a national level to that fulfilled by Regional Development Agency Regional Development Agencies on a Regions of England regional level. On 1 December 2008 its powers passed to a successor body, the new Homes and Communities Agency . It was responsible for land acquisition and assembly and major development projects, alone or in joint partnership with private sector developers. It was particularly active in major regeneration areas such as the Thames Gateway and in Expansion plans for Milton Keynes expansion areas such as Milton Keynes , where the Deputy Prime Minister of the United Kingdom Deputy Prime Minister acting as Environment Minister removed planning from local control and appointed them as the statutory planning authority. It was a non departmental public body funded through the Department for Communities and Local Government CLG , and was previously by the Office of the Deputy Prime Minister the predecessor department to CLG . English Partnerships was legally two entirely independent bodies set up under separate statutes. One was the Commission for New Towns , launched in October 1961, which was responsible for the Development Corporation s established by the New Towns Act 1959, and the other was the Urban Regeneration Agency set up by the Leasehold Reform, Housing and Urban Development Act 1993. On 17 January 2007 Ruth Kelly , the Secretary of State for Communities and Local Government , announced proposals to bring together the delivery functions of the Housing Corporation , English Partnerships and parts of CLG to form a new unified housing and regeneration agency, the Homes and Communities Agency initially announced as Communities England this became operational on 1 December 2008. In March 2006, PfS also took on responsibility for delivering the Academies programme, integrating delivery into BSF where possible. PfS is a partnership between the Department for Children, Schools and Families DCSF formerly the Department for Education and Skills , Partnerships UK and private sector companies. Every state secondary school in England around 3,500 in total will be rebuilt or refurbished by PfS over the duration of the programme, affecting around 3.3 million young people and thousands of teachers. As of September 2008 22 local authorities have now selected their private sector partner for BSF and in so doing have signed contracts worth 2.5bn that will see nearly 150 schools rebuilt or refurbished. On the 16th June 2009 the new Schools Minister, Vernon Coaker, announced that from the 1st October 2009 Partnerships for Schools would also take on the responsibility for the distribution of capital for the Primary Capital Programme, Devolved Formula Capital and the Targetted Capital programme on behalf of the DCSF. Scotland in May 1990 as a student society and subsequently also as a registered charity by a philosophy student Benjamin Carey the acronym HELP stood for Humanitarian Education & Long term Projects . The projects, which range from HIV AIDS education to school expansion and infrastructure development, take place in the summer months during student holidays. None of the projects are conceived by EGP rather they are proposed by indigenous non governmental organisations NGOs and accepted according to criteria set by EGP. The rationale is that the work conducted by volunteers will be more relevant and useful to the host community. The academic year is used to train volunteers and to raise funds for the projects. Volunteers also participate in a Community Links project, located in Scotland , which involves work such as conservation and or helping those living with HIV . EGP s stated goals are To support community led initiatives, working together with people to help them achieve their sustainable goals for development. Allow students to develop new skills and a wider perspective on the world we live in. To promote international understanding through projects that are focussed on building friendship, trust and respect between EGP volunteers and people across the world.
