Ecclesia in Asia is a document issued by Pope to serve as a blueprint for the expansion of the Roman Catholic faith in Asia . It summarises ideas and conclusions of the Special Asian Synod held in Rome from April 18 to May 14, 1998. It was officially promulgated by Pope John Paul II in New Delhi , India on November 6, 1999 . The document stated that just as in the first millennium the Cross was planted on the soil of Europe , and in the second on that of the Americas and Africa , we can pray that in the Third Christian Millennium a great harvest of faith will be reaped in this vast and vital continent of Asia EA 1 JP II 1999 359 . The Exhortation is composed of seven parts dealing with the following themes the Asian context, Jesus as Savior, the Holy Spirit as Lord and Giver of life, proclamation of Jesus in Asia with a focus on inculturation , communion and dialogue for mission with a focus on ecumenical and interreligious dialogue , the service of human promotion, and Christians as witnesses to the Gospel . The long document concludes as The peoples of Asia need Jesus Christ and his Gospel . Asia is thirsting for the Living water that Jesus alone can give cf. Jn 4 10 15 . The disciples of Christ in Asia must therefore be unstinting in their efforts to fulfil the mission they have received from the Lord, who has promised to be with them to the end of the age cf. Mt 28 20 . Trusting in the Lord who will not fail those whom he has called, the Christian Church Church in Asia joyfully makes her pilgrim way into the Third Millennium . Gaudet Mater Ecclesia , Latin for Mother Church Rejoices , is the opening declaration of the Second Vatican Council . Pope John opened the Council on October 11, 1962 in a public session before the Council Fathers as well as representatives of 86 governments and international bodies. Following a Mass, the Pope read the opening declaration. In the speech, he rejected the thoughts of prophets of doom who are always forecasting disaster in the world and in the future of the Church. Pope John stressed the pastoral, not doctrinal, nature of the Council The Church did not need to repeat or reformulate existing doctrines and dogmata but rather had to teach Christ s message in light of the modern world s ever changing trends. He exhorted the Council Fathers to use the medicine of mercy rather than the weapons of severity in the documents they would produce. Their finished report was read to Paul III on 9 March 1537. It dealt mainly with the fiscal abuses of the papacy . Paul III accepted the recommendations but did not commit himself to any immediate changes. The confidential report was published illegally in 1538 and enjoyed a wide circulation. Martin Luther published a German version, completed with sarcastic side margins. Johannes Sturm approached the Consilium more seriously, applauding the effort made by the Catholic Church to abolish some of its most pressing abuses, but showing great concern whether the church could revitalisize itself without giving greater importance to the Gospel . The Consilium de emendanda ecclesia was never put into effect, although many of the proposed changes were implemented in later reforms. Procedure The Catholic Church in Germany and some other countries previously treated as such an act the declaration that some made to the civil authorities for the purpose of avoiding the extra tax traditionally collected by the state for the benefit of whatever Church the tax payer was a member of. The Church in those countries considered people who made this declaration as no longer entitled to the privileges of membership of the Church, such as having a wedding in church. The 2006 notification ruled that such declarations did not necessarily indicate a decision to abandon the Church in reality. It laid down that only the competent bishop or priest parish priest was to judge whether the person genuinely intended to leave the Church through an act of apostasy , heresy , or schism religion schism .
