It was loosely based on the Terran Federation from the Starship Troopers novel , which is more like the Roman Republic . In the movie version, the UCF has many of the hallmarks of a fascist government, including heavy handed propaganda , the demonization of an external foe, the centralized organization of society for total war , military or militarized and not civilian leadership, and omnipresent uniforms. Fans of the book believe this was in order to provide a target for the director s political commentary. The director Paul Verhoeven confessed on the DVD commentary, that he s never actually read Starship Troopers , claiming after reading the first few chapters, he became bored and depressed . In order to vote in the UCF and its novel counterpart , one must provide Federal Service by serving in the military or other service. The social structure of the world is divided between citizen s people who have served and civilian s people who haven t served . The formation of the UCF is not fully explained in the movie. However, dialogue at the beginning of the film suggests its formation was similar to the Terran Federation albeit more bloody .     Pulp noir is a term used to describe media that constitute a sub genre of things influenced by various film noir noir genres, as well as as implied by its name pulp magazine pulp fiction genres, particularly the hard boiled genre which help give rise to film noir. Pulp noir is marked by its use of classic noir techniques, but with urban influences. Various media include film, illustrations, photographs and videogames.
