Unreferenced date December 2009 In the parliamentary system a cabinetshuffle or reshuffle is an informal term for an event that occurs when a head of government rotates or changes the composition of Political minister minister s in their Cabinet government cabinet . Commonly, a cabinetshuffle refers to certain ministers being shifted from one Portfolio government portfolio to another. Cabinet shuffles happen periodically as moving ministers is often necessary to replace ministers who have resigned or retired. Forming cabinets is also one of the most important ways for a head of government to reward or punish supporters, a practice that leads to shuffles whenever a new faction within a party takes over. It is common after elections, even if the party in power is retained, as the prime minister s reading of public opinion as evidenced by the election may require some change in policy, in addition to any changes resulting in the retirement and occasionally outright electoral defeat of some former ministers. Furthermore, when a new prime minister enters office from the same party as the previous one, he or she will typically change the cabinet to remove loyalists of the previous leader or simply to reflect his or her policies an example is Gordon Brown s government, formed in 2007 after the departure of Tony Blair . Cabinet shuffles are far less common in systems where members of the Cabinet are not drawn from the legislative branch . For instance, in the United States , it would be very unusual for a president to reassign all the Cabinet Secretary cabinet secretaries to new positions. It does occasionally happen on an individual basis however, for example Norman Mineta previously served as Secretary of Commerce before being moved to United States Secretary of Transportation ... An in shuffle is a type of perfect shuffle done in two steps Split the cards exactly in half a bottom half and a top half and then Interweave each half of the deck such that every other card came from the same half of the deck. If this shuffle moves the top card to be 2nd from the top then it is an in shuffle , otherwise it is known as an out shuffle . Example For simplicity, we will use a deck of six cards. An overhand shuffle is a common method of shuffling playing card s. It is considered to be a very easy shuffle. The overhand shuffle offers sufficient opportunity for sleight of hand techniques to be used to affect the ordering of cards, creating a stacked deck. The most common way that players cheat with the overhand shuffle is by having a card at the top or bottom of the pack that they require, and then slipping it to the bottom at the start of a shuffle if it was on top to start , or leaving it as the last card in a shuffle and just dropping it on top if it was originally on the bottom of the deck . The faro shuffle is a method of shuffling playing card s. In a perfect shuffle or perfect faro shuffle, the deck is split into equal halves of 26 cards which are then pushed together in a certain way so as to make them perfectly interweave. The faro shuffle is performed by cutting the deck into two, preferably equal, packs in both hands as follows right handed The cards are held from above in the right and from below in the left hand. Separation of the deck is done simply lifting up half the cards with the right hand thumb slightly and pushing the left hand s packet forward away from the right hand. The two packets are often crossed and slammed into each other as to align them. They are then pushed together by the short sides and bent either up or down . The cards will then alternately fall into each other, much like a zipper . A flourish can be added by springing the packets together by applying pressure and bending them from above. The faro shuffle is a controlled shuffle which does not fully randomize a deck. A faro shuffle which leaves the original top card at the top and the original bottom card at the bottom is known as an out shuffle one which moves the original top card to second and the original bottom card to second bottom is known as an in shuffle . Shuffle offense as an offensive strategy in basketball , developed in the early 1950s by Bruce Drake at the University of Oklahoma . It was later used by Bob Spear , who was the first head basketball coach of the United States Air Force Academy from 1957 71. The shuffle offense is an offense that has all five players rotate in each of the five shuffle positions. This offense would be an option for a team that has good ball handlers but is not blessed with height or a strong dominant post player This may be why Spear used it at Air Force, which has a height restriction . An out shuffle is a type of perfect shuffle done in two steps Split the cards exactly in half a bottom half and a top half and then Interweave each half of the deck such that every other card came from the same half of the deck. If this shuffle keeps the top card on top and the bottom card on bottom, then it is an out shuffle , otherwise it is known as an in shuffle . Example For simplicity, we will use a deck of six cards. The following shows the order of the deck after each out shuffle. Notice that a deck of this size returns to its original order after 4 out shuffles. class wikitable style text align center Step Top br Card 2 3 4 5 Bottom br Card Start card heart A 40px card heart 2 40px card heart 3 40px card spade 4 40px card spade 5 40px card spade 6 40px 1 card heart A 40px card spade 4 40px card heart 2 40px card spade 5 40px card heart 3 40px card spade 6 40px 2 card heart A 40px card spade 5 40px card spade 4 40px card heart 3 40px card heart 2 40px card spade 6 40px 3 card heart A 40px card heart 3 40px card spade 5 40px card heart 2 40px card spade 4 40px card spade 6 40px 4 card heart A 40px card heart 2 40px card heart 3 40px card spade 4 40px card spade 5 40px card spade 6 40px Mathematics The number of out shuffles required to return a deck of cards of even size, N, to original order is given by the multiplicative order of 2 modular arithmetic modulo N   &minus   1 .
