Little is known about his life. He was born in Cosenza in the late 16th century. When working in Naples , he applied himself to solving the enormous social and economic problems created by the Spanish viceroy system. In 1613 Serra was jailed due to his involvement in a conjure with the philosopher Tommaso Campanella attempting to free Calabria from the Spanish domination. In his treaty Breve trattato delle cause che possono far abbondare li regni d oro e d argento dove non sono miniere , Serra analysed the causes of the shortage of coin in the Kingdom of Naples and the factors that could have reversed this economic trend. He was the first to analyse and fully understand the concept of balance of trade for both visible goods and invisible services and capital movements. He explained how the shortage of coin in the Kingdom of Naples was due to balance of payments deficit. Using his findings he was able to reject the popular idea at the time that the scarcity in money was due to the exchange rate. The solution to the problem was found in the active encouragement of exports. In 1975 he began to work for L Unit , then the official newspaper of the Italian Communist Party PCI , of which he had become a member one year before. Serra is a long time left wing supporter, although he abandoned PCI s successor, the Partito Democratico della Sinistra , in 1991, because of dissent against the party s directions. In 1986 he began to write satire for L Unit satiric supplement Tango , winning the Satire Prize Forte dei Marmi the same year. In 1987 he also started to collaborate for Mondadori s weekly Epoca , but when the publisher house was acquired by right winged tycoon Silvio Berlusconi 1990 Serra abandoned it. In 1989 Tango was replaced by Cuore as L Unit s satirical supplement, and Serra was appointed by Massimo D Alema as its director. Cuore was published weekly independently starting from 1991. Pere Serra was a painter in Gothic Italian style, who was active in Catalonia in 1357 1406. He was born into a family of painters, including his brothers Jaume Serra Jaume , Francesc and Joan. Like most of the Catalan painters of the period, he was influenced by the contemporary Italian painting, especially from Sienese school Siena . He entered the workshop of Ram n Destorrent in 1357 and, together with his brothers, painted the altarpiece of the monastery of Santa Mar a de Sigena , now in the Museu Nacional d Art de Catalunya in Barcelona .
