The Ministry was originally established by the D il Constitution adopted by the First D il in 1919, after it issued the Declaration of Independence Ireland Irish Declaration of Independence . This constitution provided for a cabinet consisting of a head of government , known as the Pr omh Aire or President of D il ireann , and four other ministers. The Irish Republic modelled itself on the parliamentary system of government and so its cabinet was theoretically appointed by and answerable to the D il ireann 1919 1922 D il . Under the constitution the President was elected by the D il, while the remaining ministers were nominated by the President and then ratified by the D il. The D il could dismiss both the cabinet as a whole and individual ministers by passing a resolution. Ministers could also be dismissed by the President. A number of changes were made to the cabinet system after 1919. The number of ministers was increased and, while as established in 1919 the Irish Republic had no explicit head of state , in 1921 the head of the Ministry was renamed as President of the Irish Republic President of the Republic . For a brief period the members of this president s cabinet became known as secretaries of state rather than ministers. When the Government of the 2nd D il Fourth Ministry Fourth Ministry assumed office in 1922, with Arthur Griffith as its head, cabinet members were once again described as ministers and Griffith, a monarchist, adopted the practice of referring to himself as the President of D il ireann, although President of the Republic remained his official title.     The Constitution of D il ireann lang ga Bunreacht D la ireann , more commonly known as the D il Constitution , was the constitution of the 1919 22 Irish Republic . It was adopted by the First D il at its first meeting on 21 January 1919 and theoretically remained in force for four years. As adopted it consisted of only five short articles. Article 1 declared that the D il had full powers to legislate and would consist of representatives elected in elections conducted by the British government. For the exercise of executive government executive power it created a cabinet, answerable to the D il, called the Aireacht or Ministry , headed by a prime minister called the Pr omh Aire in practice also known as the President of D il ireann . The constitution made no reference to a judiciary but this did not prevent the D il from establishing a system of D il Courts . The final article of the constitution declared that it was intended to be a provisional document, in the sense that it was subject to amendment. As adopted the constitution came to only around 370 words. In comparison the modern Constitution of Ireland has approximately 16,000 words. Overall, the structure of the document was roughly as follows Article 1 D il ireann Irish Republic D il ireann Article 2 Aireacht Ministry Article 3 Ceann Comhairle Chairman of the D il Article 4 Finance Article 5 Amendments As first adopted the D il Constitution made no provision for a head of state . Some deputies believed that the D il did not have authority to elect a President of the Republic and that there should be a direct election for the post. However in August 1921 the constitution was amended to state, vaguely, that the cabinet would be headed by the President who shall also be Prime Minister . Formally the Vice President was appointed by the Governor General of the Irish Free State Governor General on the nomination of the President of the Executive Council of the Irish Free State President of the Executive Council , but by constitutional convention political custom convention the Governor General could not refuse to appoint a Vice President who the President had selected. Under Article 53 of the Constitution of the Irish Free State Free State constitution the role of the Vice President was to act for all purposes in the place of the President , until the appointment of a successor in the event of his death, resignation or permanent incapacity , or until his return in the event of his temporary absence . However in practice the Vice President also held a second ministerial portfolio the duties of which he carried out when not called upon to become acting head of government. The Vice President could not be dismissed by the President.
