IEEE 1901 is an IEEE working group developing the global standard for high speed powerline communications. During its Tokyo meeting 24 July 2009, the working group approved its IEEE 1901 Draft Standard for Broadband over Power Line Networks Medium Access Control and Physical Layer Specifications as an IEEE draft standard for broadband over Powerline communication powerline networks defining medium access control and physical layer specifications. The final standard was approved on 30 September 2010 and published on 1 February 2011. The 1901 Draft Standard includes two different PHY layers, one based on OFDM modulation and another based on Wavelet modulation . Each PHY is optional, and implementers of the specification may, but are not required to include both. Devices that use the OFDM PHY only would not interoperate with devices based on Wavelet PHY. The United States is still basking in their recent victory in the Spanish American War Spanish War of 1898 . However, the United States Army American army is small, the only large forces serving in occupation forces on their newly won possessions of the Philippines and Cuba . Germany, under Kaiser Wilhelm II of Germany Wilhelm II , wishes to compete with the British Empire . The Germans attempt to negotiate with the U.S. to purchase their island possessions to challenge imperial British interests, but the U.S. government refuses. In response, German troops land on the south shore of Long Island , taking Brooklyn . When mobs of armed Americans attack the invaders, the German fleet opens fire on Brooklyn destroys it. Manhattan quickly falls, and German forces cross into Connecticut . Although American militias begin to gather in Connecticut , President McKinley is completely overwhelmed. He suddenly dies from a heart attack , making Theodore Roosevelt president.
